Project Engineer

Job Title: Project Engineer

Job Summary:

The Project Engineer is responsible for assisting the Project Management Team with administrative duties associated with construction projects.  Assists with project scheduling, purchasing, placing material orders, receiving shipments, and creating change orders, submittals and labor and delivery schedules.

Duties and Responsibilities:

Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.

Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geological data in order to plan projects.

Follow the Project Design Process as outlined. Utilize tools provided to maintain / update processes, planning boards, and other related documents for all assigned work activities.

Support schedule development with Estimator, Scheduler, and Field Supervision. Assist with critical milestones / delivery dates, logic ties, and working calendars. Review critical path activities.

Interface with customer on project deliverables and provide feedback to planning/estimating, Project Manager, and Construction Superintendents.

Review safety, quality, and construction execution plans and logistics as needed with Field Superintendents.

Assist with execution strategies consistent with management and customer expectations.

Review monthly estimate and validate prior to customer distribution.

Review and issue RFI’s to the client for clarifications.

Audit weekly payroll recaps for accuracy and ensure they are corrected as required. Ensures all cost coding is correct/consistent.

Provide oversight and direction for internal and external subcontracts.

Participate in review sessions with related Field Supervision concerning labor, materials, equipment, subcontracts, cost, productivity, schedules, and tracking.

Facilitate project completion through coordinating efforts between appropriate Project Superintendents, Subcontractors, and the Client.

Qualifications and Skills:

BS degree in Construction Management, Civil Engineering or equivalent required.

5+ years as a Project Engineer or equivalent paving construction experience is required.

Related experience should be in the public roadway and private development sectors.

Thorough knowledge of all aspects of construction (technology, equipment, methods); craft agreements, jurisdiction, negotiations; engineering, cost control schedules and safety required.

Must be willing to travel.

Thorough understanding of industry practices, processes, and standards, and their impact on project activities.

Ability to perform in a team environment with excellent communication and organizational skills.

Job Title: Project Manager

Job Summary:

The Project Manager will be responsible for oversight and management for construction projects. In addition, the Project Manager will work with Project Engineers, Estimators, Superintendents, and additional staff to ensure the satisfaction of contractual expectations of the client and subcontractors relative to the objectives, goals, and specifications of project. The candidate will participate in the conceptual development of a construction project and oversee its organization, scheduling, and implementation from mobilization through closeout.

Duties and Responsibilities:

Develop and maintain a thorough understanding of the provisions and requirements of all contract documents, including plans, specifications, owner’s contract, subcontracts, and purchase orders.

Develop and maintain the project schedule and direct its long-term planning and execution.

Establish project objectives, schedules, policies, procedures, and performance standards in accordance with company objectives.

Maintain open communication with all other support and business units involved with the project.

Prepare contracts and negotiate revisions, changes, and additions to contractual agreements with Architects, Consultants, Clients, Vendors, and Subcontractors.

Prepare and submit budget estimates, progress reports, and cost tracking reports.

Plan, organize, and direct activities concerned with the construction or maintenance of structures, facilities, and systems.

Manage and enforce safety standards and regulations to mitigate, prevent and resolve risks and emergencies within all scopes of the project(s).

Monitor construction through administrative direction of on-site Superintendent to ensure project is built on schedule and within budget.

Qualifications and Skills:

BS degree in Construction Management, Civil Engineering, or equivalent required.

3-5+ years as a Project Manager with related experience in the public and private sector.

In-depth understanding of the heavy civil construction and commercial construction.

Experience with P6, Heavy Job, Blue Beam, and CAD software required.

Ability to perform in a team environment with excellent communication, organizational, and supervisory skills.

Ability to interact effectively with government clients in a teamwork environment.

Must be willing to travel.

Job Title: Superintendent

Job Summary:

The Superintendent oversees duties involving heavy highway construction activities, including columns, bridge decks, and overhangs. They manage skilled craftsmen on exciting and challenging highway and bridge construction projects. The Superintendent works closely with project management to build innovative structures while championing safety, fiscal responsibility, productivity, and quality. They ensure a safe working environment and uphold a rich safety culture by implementing Webber-LLC’s high safety standards.

 

They manage and execute winning projects. The Superintendent successfully manages new construction, maintenance, and repair of structures by completing projects on time and under budget. Structures include bridges, retaining walls, overhangs, columns, and other heavy highway and infrastructure projects. They provide expert insight and solutions to unique problems and challenges related to construction activities and cost
control.

Duties and Responsibilities:

Monitor the schedule by regularly reviewing milestones and providing consistent solutions to a wide variety of challenges and multiple, simultaneous projects.

Provide oversight to the work planning process, including upcoming machinery needs, personnel requirements, road closures, and work in progress updates.

Review work schedules, provide solutions for potential time delays, and implement strategies to meet milestones on time.

Monitor work production and budget continuously while providing solutions to keep costs down and construction activities moving in the right direction.

Work with an experienced team to share solutions, express concerns, monitor resources, and achieve goals.

Interact with outside consultants, customers, and subcontractors by sharing new and relevant information in an effective, professional manner.

Enforce company standards related to work ethics, safety, quality, and other company policies within the work group.

Supervise, manage, and direct the hiring, training, development, appraisal, and work assignments of personnel.

Understand and ensure that contractual requirements, including local, state, and federal regulations, are followed.

Monitor and communicate equipment utilization and upcoming needs. Order material and tools as needed.

Provide insight to Project Managers for schedule changes and resource allocation.

Plan and organize crew member activities.

Be a respected leader – gain the respect of others by being fair, honest, reliable, and hard working.

Read and understand prints and project documents related to the construction of heavy highway and civil structures.

Qualifications and Skills:

5-7 years of heavy highway and civil construction as a superintendent.

High School Diploma or GED.

Ability to communicate in English via verbal and written communications using proper grammar and spelling. Preference will be given to those who are bilingual in English and Spanish.

Moderate level of computer skills in MS Word, MS Excel, MS Outlook, and internet search engines.

Mathematical proficiency as it relates to basic accounting, geometry, algebra, and mathematics.

Move throughout a construction jobsite which includes minor obstacles including climbing ladders and inclines, operating a truck, lifting up to 50 pounds.

Work outdoors with exposure to changing weather conditions such as rain, sun, snow, and wind.

Job Title: Estimator

Job Summary:

The Estimator will be responsible for preparing cost estimates for commercial, residential, municipal and highway construction, underground utility projects and services to aid management in bidding on or determining price of service, take-offs,
evaluate vendor quotes, change orders, and contract updates.

Duties and Responsibilities:

Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates.

Prepare estimates for use in selecting vendors or subcontractors.

Coordinate with Project Coordinators, Project Managers, and Superintendents throughout the project life cycle.

Work closely with Engineers, Architects, Owners, Contractors and Subcontractors on changes and adjustments to cost estimates.

Prepare estimates used by management for purposes such as planning, organizing, and scheduling work.

Prepare cost and expenditure statements and other necessary documentation at regular intervals through project life cycle.

Assess cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops.

Set up cost monitoring and reporting systems and procedures.

Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.

Solicit quotations from material vendors and subcontractors.

Attend pre-bid meetings and project meetings as required.

Calculate labor, equipment and materials costs required for detailed cost estimate.

Qualifications and Skills:

Bachelor’s Degree in Construction Engineering or equivalent.

Minimum 5 years of experience in civil construction and underground utility (water, sewer, storm) estimating.

Familiarity with geotechnical investigations and reports.

Ability to multi-task and manage estimates for more than one project at any given time.

Basic heavy equipment knowledge (what equipment can be used for completing projects).

Experience in HCSS-Heavy Bid, HCSS-Heavy Job, AG-Tek, preferred. Proficiency in Microsoft Office, especially Excel spreadsheet development.

Strong interpersonal and negotiation skills with a winning attitude.
